The Cold War is over, and the budget is balanced. Most of the spooks have been laid off, and many are really unhappy about this. This show centers around an organization called ECHO (Emergency Counter Hostilities Organization) and three of it's agents. The purpose of ECHO is to put out domestic brush-fires caused by disgruntled ex-agents and deal with any other terrorist activities the President happens their way. The agents (Micah Simms, director of ECHO; Maxine London, a relatively new agent; and Lorne Cash, ex-CIA agent forcibly brought back into the mix) spend week after week battling Lorne and Micah's old foes and encountering new ones.
